Economic Impact Analysis - York Hotel Development

METHOD
The feasibility study combined a number of different elements; an audit of current accommodation supply in the city, a review of recent and future developments, an assessment of hotel demand and finally an analysis of potential economic impact.
KEY FINDINGS

Following a
detailed product audit, current supply of bedspaces in York was analysed by establishment type and star rating to provide a comprehensive picture of accommodation stock in York. In order to assess demand,
trends in occupancy rates over the past five years were reviewed and compared against
changes in visitor numbers and availability of accommodation. Based on this analysis an estimate was produced for the number of
additional visitors the proposed development would be likely to support.
Using the PRIME Model, a nationally recognised tool for assessing anticipated economic impacts of new tourism products, it was then possible to determine the impact of these additional visitors, and thus assess the
potential benefits to the local and regional economy. The report provided estimates for
direct, indirect and induced employment plus
increased visitor spend that would be generated by the new hotel if it were to go ahead.
After reviewing current supply and demand for accommodation in York it was felt the addition of a new hotel in the city centre could be supported, with the evidence provided by Welcome to Yorkshire Market Intelligence helping to successfully
secure planning permission for the development.
“City of York Council planning officers had recommended the rejection of the £6.5m family-friendly hotel, saying the space should be reserved for office use instead. But a surprising turnaround at York’s Guildhall saw the planning committee give the scheme the go-ahead – delighting developers who now hope the hotel will open by September next year. Tourism chiefs believe the 86-bedroom Premier Inn, at Prudential House, in Blossom Street, could give one of the main gateways into the city a new lease of life."
